Portland's first homeless RV park struggling to attract residents

  • The city-sanctioned Safe Rest Park located in Northeast Portland can hold 55 vehicles. It's holding 25 residents currently. Dozens of homeless people live in broken-down vehicles, which don’t qualify for the park.

    Wouldn't it make sense to have a caseworker stationed at the gate on a known basis to take intake applications?? To have packing up crews to help people move in? Seems like it is not only the homeless who have commitment & follow through issues, but also PBOT & the agencies!!

      We could be using intake applications to assess the need and return some valid information. If too many people are rejected or not moving in for the same reason - voila - you've identified the needs for a specialized group camp. Caseworkers!! Yes!

      The staff at the park aren't the ones who interview people, that task is pdot. The staff are from the Salvation Army and since the property is owned by the city it's through them that recommendations are made

      How many homeless people do not have an ID Card?
      Most people are OBLIVIOUS to the fact that without an ID Card, you cannot:
      • Get into a shelter
      • Get food stamps
      • Get a job
      • Get a hotel room
      • Get into a Salvation Army
      • Get food from a pantry
      • Get any healthcare
      • Get on Social Security
      • Get MediCal/Medicaid
      To add insult to injury, the cops STEAL Identification Cards from the homeless population to mess with them.

    Is this free? I live in an RVand pay $600 per month rent and my electricity is about $90 a month. We both work, there’s a lot of people with incomes and are in part technically homeless. We could afford a house but I honestly don’t want to be strapped into a huge monthly bill. I live further south and depending on this next election cycle we may move away from Oregon. Not out of anger or spite. The tide of expenses is raising and since we both work we don’t qualify for help. Honestly don’t want help, but when we spend $140 for a week’s groceries for two people and feel like we are thrifty about it. We can’t keep doing this, we need to move before we become stuck. A nurse and a truck driver here, we aren’t poor. I feel so sorry for the elderly struggling on social security.

      I used to be an OT and foolishly moved here. Now I'm stuck here due to a rare AbI resulted in Parkinsonism and dystonia. I'm on SSDI, living in fear for my safety in a dark, HUD apartment in SE. The senior and disabled residents here are being terrorized by a violent, drug addict. At 42, I feel like I'm stuck in hell. Get out of this shit city while you can..

      You are way over spending on groceries. You could easily lop off $50-$100.
      I am guessing you are both overweight if not obese, correct? If so, you need to lose weight.

      @@shellyb6926 I was just looking at lots for sale in Missouri. I may buy a couple just for an investment? You can’t touch a lot here under $100k in town and I was seeing $3,500 per lot there. Maybe I could move there but if not I doubt I’d lose money? The problem with moving to a lower expense area is the economy is depressed along with the lower values. It’s fine if your bringing wealth along with. Unfortunately I have witnessed the exact situation in my home town where rich jerks showed up and screwed my town up. I don’t want to be part of the problem. I’m a conservative republican who is a Christian. I’m not bad for most Bible Belt states as far as who I vote for. But my purchase can add to the issue of outside money hurting the locals.

      Canada FINALLY figured out in the late nineties that helping the UNDER-EMPLOYED was the way to go, not the unemployed. For decades after coming up from the US provinces sent people on habitual welfare to "training" and expensive schooling (80 grand) for new arrivals who would/will NEVER have a job. i.e. once you were 26 you opted out of ANY scholarships/help from any govt. level. Then entire industries emerged and the old industries CHANGED; those who were able to adsorb training were the ones now helped. Good policy.

      Well, for one thing, the minimum wage in the country has hardly gone up a tic in DECADES (although average salaries of CEOs increased thousands-fold). Fewer and fewer people can afford a roof over their heads, despite sometimes working multiple jobs.

    Let's keep it 💯. A significant portion of the people living full-time in janky RVs along neighborhood streets (maybe even the majority of them) don't want to move their rig into any official government RV park catering to them because there's community monitoring by the sponsor(s), rules, and expectations of accountability there. They make excuses and everyone else, apparently, makes excuses for them too.

    They've had so many false starts and quick shutdowns. Give people time to see it working. It also gives the local residents time to accept it.
    If a qualified RV refuses to take a safe site, I don't mind confiscation, unless it is a street legal,, properly licensed vehicle. We've got to stop enabling failure.

      Remember the bike/tourist/RV campsites that have been on the Oregon coast run for decades? Drove a client down there from Canada (single female didn't want to travel alone) and we had a great time. Small store, pottie dump, water, showers, washer/dryers. Private business. These FIRST RV sites should do a take in FCFS, if you have a paper file for your RV and qualify, good on you to get there. No outside trash accumulation, no expired propane tanks(yeh, I saw that stack by the RV) and ENFORCE the guidelines right from the start. Set the scene. Don't let it get away from you

    The RV park is great. It offers everything one needs other than electrical hook ups. There are great bathrooms with showers. A kitchen with food pantry and fridge/freezer combos stocked with food and places to keep your own. Nice big, new washers and dryers. Waste storage tank pump outs every couple of weeks. Counselors on site to help with issues. And great staff. You can come and go 24/7 whenever you want. Anyone who doesn't like it either have never been in it or just don't like to follow basic rules.

      obviously not all of them. For those that would like to move in, they can't figure out how to get a referral - because there is not process. Portland is chasing those that really don't want help instead of helping those that are asking. This is (expletive) insanity.

      Do want to help. The homeless are largely drugged that know the exact scam to run on do gooders

      @@sarahmason8154 I think what @The2ndFirst said describes the reality of the situation. Sadly. However, what you say makes sense and I agree. Portland needs to do better. Unfortunately, I don't see it happening since most of the "effort to address the unhoused situation" is a con to move money from taxpayers' pockets into a black hole and nothing is fixed or improved and the cash is never seen again. Essentially, it's the newest iteration of the "War on Drugs" taxpayer con. And it truly is unfortunate: I'd love to see actual and real improvement vis-a-vis the overall "unhoused and addicted" challenge our society faces.

      @@sarahmason8154 this is called "poverty pimping" in Canada; constantly giving full dental benefits to druggies that will never keep their health, but shutting out the UNDER employed. We're just this month kicking in a National Dental program. And esp. for kids, should have done this fifty years ago.

    Very odd with these Rest Parks, people can't even get on a waiting list when there are spots open.
    Then there are the high-cost services which would limit the number of rest parks that could be developed.

    I've been donating to nearby dignity village for decades and seen it be a great turn around spot for people being able to get their lives together and move on to better things. I'd like to see this location be able to do the same thing for it's residents.

    Here's an update on the park. The city keeps coming in and changing things. They don't want people to have their possessions sheltered. Awnings are ok yet having a tarp isn't allowed. This means if you're unlucky enough not to have an awning on your RV/trailer then you just have to allow your stuff to get ruined. People here are doing the right thing and are in the process of getting housing so why continue to make things harder unless you want this place to fail?

    It took San Francisco a little bit to get off the ground. Once it did the city or maybe it’s the state now wants to close it in January. I will say this moving into this rv park which is managed by urban alchemy has been the best and most helpful benefit this city has provided. There is room for more spaces and I will say it was difficult to get here and only reason I got in or knew about this was one of the out reach representatives that was on site during one of sfpd push outs took a liking to me and my situation. I almost didn’t take the offer cause a bunch of the information given to me about this was not accurate. The city is making it harder and harder for anyone in rvs, no matter condition or registered to find anyplace to stay. Yet they want to close this site that would be left, unused and sit vacant.

      Yeah most of these places have rules and standards. They have to keep out the problem people who will ruin the whole thing. You roll up in an RV and you have drug addiction and chaos written on your face you ain't getting in. And believe me the people who run these places can spot you a mile away.

      We haven't seen much from Salvation Army since the drug problem escalated. I'm sure they are still running great programs, but they are not able to do anything once their own facilities are full.

      It''s new, and fluid. I'd AnNOUNCE a week where all showing up for those empty spaces under their own power an HAVE them, subject to all teh "rules" and you're on the go. No sany dump though. And no trash outside/ no expired propane tanks.

    Not being ready to move in? That makes absolutely no sense. It has to be more than that. They must be putting the safety they offer at a price. I would assume it probably revolves around being allowed to use whatever drug they are currently addicted to. And that makes total sense why someone would not want to move into the park. Lastly, I just want to stress, a homeless person going through addiction is no less deserving of home and healthcare than an attic that does not use. Thanks for coming to my ted talk

    Homeless RV parks aren't equipped to provide the safety features that attract the homeless at scale. Tiny homes present the most perceived cost-effective and attractive option. The marketing, outreach, and resident acquisition process needs to improve tremendously.

    It would be helpful if they listed the requirements for entry…so that people in need of this program could know if they qualify. I’m guessing they need sober individuals with working vehicles. That would rule out 99.9% of homeless.

    My aunt left a substantial bequest to the Salvation Army. However, the SA is drug free, ALCOHOL free, so there's your "issue" right there. And what you have to do is keep the trash/crap/outside derelict product OFF the property from the get-go, including hazardous propane tanks not being used/expired. As I understand the vid., the SA and highways has ACTUALLY made towing? available for these applicants??

    Rules, guidelines..but you don’t explain them. I’m sure they play a big part in why the park is empty.
    The only thing a homeless person has is the freedom that comes with it. Giving someone “rules and guidelines” that are not realistic, they won’t come.

    Oh, it’s one of those. We choose who can move in. Not who qualifies to be here. I can understand that they want to keep the RV park safe. But, that leaves the people that really need care more permanent place still in the streets. Jesus Christ was born homeless and during his lifetime he never had an address. I’m beginning to think that only God can solve the homeless crisis.

    No the real problem is adults do not like being told what to do. They do not want to have to live by someone else's rules in a RV they own.
    I wouldn't want someone to control my life just because I parked in a tiny RV space.😊

      Here's the thing... you may own the RV, but you do NOT own the space. All RV parks have rules. You don't want to abide by the rules, you will be invited to leave.
      Want to do whatever you want? BUY SOME PROPERTY!!!

      @@AngelaRPierce No one can argue with your point. But again the rest of society has to follow apartment rules, real RV parks have certain rules, housing authorities rules and etc.
      Unless you own your own private land. Even then you have to follow certain guidelines to get home owners insurance and you have to check with local fire dept before you burn things.
      The problem is the HOMELESS do not want to follow the same rules as the rest of us who are NOT homeless.
      So they will continue crowding up your neighborhood streets with RV's, trash, crime and drugs.

    If the rules say "no drugs", just exit your RV and go for a walk, get stoned, go for a longer walk, make your way back to your RV/park, climb inside, and go to bed at a decent hour.
    It's not prison.
    Also, the city should start towing the RVs.
    I am starting to think that we need Soylent Green:
    Feed homeless homeless.

    Wouldn't it be cheaper to fire all these people and just build tiny homes for all the homeless outside of town somewhere? Delta Park? Maybe even delivering drugs, food and blankets. Then you could criminalize sleeping on the street and we'd get downtown back and all the millions/billions lost to property crime and lost business in our downtown. Copenhagen has Christiania where all the druggies who don't want to work can move and use drugs freely. It seems like we spend a lot of money on "solutions" that just make the problem worse. I suppose the problem is even more crazies and junkies from out of town would move here...Portland really is the best place in the world to be a junkie nutter on the street.

      I think you’re ideal is good but you know it would quickly turn into a mad max style dis function of lawlessness. There would be tons of lawsuits filed against the city. Just look at the lawsuits being filed by the illegal emigrants right now!

    Faith social services makes it impossible for those with religious abuse complex trauma to be there, this is a state responsibility not cities churches duties, sad!.

    This can be solved with low income housing. The money the city is spending right now to clean up the city could instead be spent to fix up some old motels or abandoned buildings. Take a nominal feel from all low income recipients, hire a caregiver, pay for administration and upkeep, give these people some dignity. Cause what the city is doing now is not working. All the nasty judgemental comments don't help either. It's just spreading hatred.

      That experiment has been tried. The people stopped paying their rent and destroyed the properties. They even defecated on the floor. Needles everywhere!
      You don't invite vermin (addicts and other people who are above the law) under your roof.
