It is not that rare earth elements are not available in the first world countries; what India should be careful about is the fact that the first world countries do not disclose nor use their deposits due to geo-political, environmental and economical reasons. The USA's policy is to preserve what they have and use from rest of the world. They are able to do this because the currency USD is extremely strong and therefore it makes a great trade-value for them. The developing countries can be easily targeted for buying these resources in exchange of USD that these countries are craving for. Its a trap, but somehow it works well for USA and its allies.
