Mixing dialog just got easier with the new Ducking feature in Adobe Premiere Pro CC. This tutorial will show you how to automatically generate keyframes to fade music in and out when someone is speaking.

You need to update to the latest version of Premiere Pro. Just so you know, there were three updates to 2018 and now version 2019 is out.

This feature is only available in the current version of CC 2018.
Have you tried installed CC 2018? It should not require any more computing resources on your system.

If you Right-click on a clip in the Project bin and choose Modify> Audio Channels, you can turn off and configure any of the individual channels in a clip.

There is no way, or benefit, to doing this because a single track would have 1 volume and pan control so everything could have the same volume and pan. It makes more sense to have a track for each part and control it from the Track Mixer.
If you want, you can use this setup and export a multichannel audio file with all your tracks in one file. It's not much use after you export it though.
