I think the size of the tyre should be smaller than the rim and the material should be somewhere between compressible and hard. Then it would be a perfect fit. And the spaces inside the tyre like those air pockets must be around 17%

First, always check before going out, how your bike is working. Mostly importantly the moving parts and brakes. 2ndly, sounds like your Bike needs servicing. Go and get a new crank arm for around 250rs, and make sure the repair person installs it properly.
