They're actually really violent here where I live. One old guy ran into my dad and knocked him to the ground because he wasn't walking fast enough. My dad got up and told him to watch where he's going so the old guy ran into him again and knocked him over again so my dad got up and punched him. Best way to scare away crazy is to make them think you're crazier than them. She was so intimidated from his body language, instantly backed up.

In Oregon it is legal, I don't know about other states though. Crossing intersections via the sidewalk with wheelchairs/ scooters isn't always possible. On another note, I'm not sure why she didn't go to the other side of the street instead of following the woman with the dog. She seems to crave the attention.
