    Weird thing about English around 1:12: "would say" says it's a positive. Putting unlikely in the middle doesn't make it very naturally negative.
    Something like "is unlikely to say" (correct), "isn't likely to say" (better since it's more casual), or "wouldn't usually say" (most natural in my opinion, but can be interpreted slightly differently) probably read more smoothly.
