Put Physical structures to those islets within the Philippines exclusive economic zones. No funds? Why not divert some funds from the congress and executive branch? The more we talk the more progress communist China in building structures. BTW, it's not just China that are building structures in west Philippine sea. Vietnam, Malaysia, and Taiwan are also building structures there. Filipino politicians and military are all just talking without making tangible decisions.
