you can try both actually.
Try searching from India and when you see you are getting leads then you can come to Singapore for interview, probably this way you will have higher chance of getting the job.

Avoid jobs which goes to my careers future, it’s Singapore government’s website and you will not have access to it from India.
Still the best way is to apply through LinkedIn and other similar job portals
