For the mouth you could use drill press with a wide bit and set the depths as your relief cuts.

I've been making nutcrackers since 911, starting with Uncle Sam. I pretty much use the same technique only I use a Shopsmith w/bandsaw. For the past 7 years, 3 each Christmas. I see the 2 flags, my wife is from Nottingham.
