I heard two Houston policemen say they were not told about the possible flooding, and were not mobilized by their mayor! So they went out to help using their own boats.
Yet even here in Australia we all have known for days about the massive flooding coming to Houston!!
This is the start of it.

I am sure that the National Guard, firefighters, police officers, rescuers are doing an incredible hard work, but as I've seen on ABC, CNN, FOX, etc. They obviously need help from other states, Helping rescuers should come from all over the America! From every state!I am in Boston if they ask for volunteers for help, I will apply immediately!

The Hurricane switched directions abruptly, sending it to Houston. At that point it was too late to order everyone in Houston to evacuate. Ordering a massive evacuation would severely clog the streets, interstates and highways with millions of cars, creating an enormous traffic jam which can still remain with no end even while the hurricane passes overhead. There was a past hurricane in America that took the lives of many stranded in traffic jams made up of people evacuating. This was why the mayor recommended that everyone remain at their homes.
Evacuating a small amount of people is one thing, but evacuating millions and millions of people out of the 4th largest city in America at such short notice is chaos.

i live in Texas and i remember the mayor of Houston going on air, telling the residents to stay cause about 100 people died trying to leave the city before hurricane Rita hit in 2005.
when u have the 4th largest city in the US trying to vacate the city, all roads out will get clogged.
once you leave the city, 6 lane highways go to 2 lane highways to San antonio, austin and DFW...

no they didn't. We know the threat of flooding in Houston, and we wouldn't think twice if we're told to leave. They've maintained their position that we should stay put until things started to turn bad, and now with voluntary evacuation it's just not feasible as the roads out are inundated.

So you grab a few bags on Saturday throw some clothes, medicine, pictures, and always have a plan some extra cash on hand tank full of gas and head inland a 100 miles and wait until it is time to head home . Always have flood insurance. This falls back to personal responsibility.

It would be smarter to have him work with FEMA or keep a overseeing role of the situation from D.C and step in if it gets out of control.
