How do you make the symmetry option appear though?
On newer versions of photoshop, I believe you may find it near the top bar next to the brush settings. It looks like a butterfly. Good luck!

Is getting a image like samurai mask and draw in illustrator is considered cheating?
I personally don't think it's considered cheating if it helps you produce art of your own. In this video, I was demonstrating one way to go about or to start creating a mascot logo. Referencing is one thing, and full-on copying is another thing.
