No because there was a law victims can file in New York within a year time span no matter how long ago the trauma happened. Cassie filed under that year window. Not sure if she did but there is also a thing called repressed memories that people suffer after traumatic events. Once those memories are unsuppressed the lawsuit can be filed based on the time the memories came back. An example would be the Catholic Church lawsuits when the men sued based on very traumatic experiences from when they were children. People will literally forget trauma while surprised but when it comes back it is very retraumatizing as if the event is happening right at that time although the actual event took place much earlier.
