I would say that Liquidweb provides the best VPS and Cloud hosting solutions (if you're not considering AWS due to price). The cheapest services would be from ScalaHosting (they have the best ratio between price and performance.)
Install something like google analytics. And track "real-time" visitors. There are no guides whats considered high medium or low. Because it depends on your site. People only stay for 20-30s instead of 10-15minutes naturally youll be able to handle larger quantities
