Probably better to stop this rumor. It could be bad for Watame and Ui Shigure. We don't know how hololive management would react, We don't know how japanese people would react, and we don't know their feeling about this. Please respect their privacy. Accept and support them for who they are. If you have assumption keep it for yourself.
Also, from what i gather Ui Shigure and Watame already stream at different Channel at the same time. Well, in japan where a lot of Seiyuu/ VA talent sprout, it would be pretty common for people to have the same voice.
Funfact: Amane Kanata and Shirakami Fubuki can imitate Hoshou Marine voice with huge similarities.

I actually never once thought they were the same person even though I watched them both before. For me the biggest thing is that they both have different laughs. Especially Ui's which is really distinctive

Watame's laughter sounded much less restrained than Ui, but yeah the later bits of her laugh after the initial burst did sound pretty similar.
