My old house had one of these, however it used a larger tank (I believe a mismatch) and used WAY more than 1.6gpf. It clogged occasionally but I always liked the flush. The downstairs also had the comfort height version which flushed similar but had a different trapway. I haven't seen either outside of my old house though, I'd imagine they're quite rare

I would bet the siphon jet is clogged. Either that or there is something like a pencil caught in the trapway and even the smallest piece if paper can get stuck on that.
