Yeah, they appear to be some sort of Eastern European mafia syndicate; something interesting I noticed was that a couple of the thugs on the car dealership map had Star of David tattoos accompanied by Hebrew text. That's not too out of the ordinary though, since Jewish mobsters integrating themselves into other ethnic mafia families (Italian, Russian, Greek, etc.) is a long-running tradition owing to Jews largely being under-the-radar of police scrutiny in the old days (plus, you know, we're stereotypically well-educated and skilled at managing finances, which explains why they're mostly present at the mob's "clean" front business where they can launder the organization's money and organize their illicit operations).
In the 4U gas station manager's office, there is a similar certificate to the Laguna certificate that has a different name, thanking them for their work in the "Saigon Operations." That name is mentioned around the map a few more times and even some of the employees mention them when being arrested, asking if they're ok. I can't remember the name off the top of my head right now, but I think it's very worth your investigation and lends credence to the idea that there's something deeper going on and the certificates are not just placeholder assets. Edit: I went back into the level again to check it out. The person in question is Mudasir Varma, he seems to be the manager and potentially the owner of this 4U branch. Furthermore, there appears to be an evidence box located in the break room above the sink with the name F. Laguna printed on it. Also of note, there is a magazine that references America's 52nd president on the customer side of the convenience store counter and a Los Suenos Times magazine on a table which seems to have a picture of "Executive Officer Gregory Angel" and references "Parasitic Behavior." Lastly, in the clerk's side of the convenience store counter, there is a poster advertising a soft drink called "Agent Orange." It seems that the level of violence in the Vietnam War was so normalized that war crimes are commodified and used as branding. Very cyberpunk stuff. I dig it Edit 2: I did some more digging into the audio files in the Common>Ready or Not>ReadyOrNot>Content>VO>GasEmployee_01 folder. The audio files [BARK]Arrested_0 and [BARK]Arrested_12 are variations of the phrase "Is Mudasir okay?" In some idle arrested voice lines, that same employee will admit to letting the perps in the back and saying they shot the manager for the key to the safe. Presumably, this manager is Mudasir, who I believe is the same unfortunate person leaning against the couch.

It was changed shortly after Vietnam's victory in the Vietnam War. However, the plaque found in various maps refers to the United States' victory in the war being made possible by the efforts of the recipients. This implies that RoN takes place in an alternate history where the US won the Vietnam War. With the 4U gas station plaque, we now have two different individuals who have received commendations by the USA for their efforts in securing a victory.
FOR THE LOVe OF GOD LOOK AT THIS ONE, that crocodile head is the biggest part of this map, a wile ago there was a tweet, by void intereactive, where they showed the distorted image of 2 swat officers, one of them heavely resembeling the drawing, below them there were 2 bar codes, they decoded to "Join us and blosom" and "Do you feel like a hero" , the sewage connects to the docks and pleas for the lov of all thats holy, look at the car dealership, it ties most locations together, even having a connection to the CP ring. The tweet is in the comment below. Also in that note, does the guy being pinned look like the first guy in the tweet?
I kinda feel bad about this but after further investigation around certain maps, I can finally see that the 'Saigon Command' stuff is just a placeholder asset they use to represent awards and stuff in paper as it would make sense since it looks fancy and at a glance from afar it seems to be something like an award certificate or an official certificate which is why I think it's spread all over the game since it's a placeholder for certificates. I won't rule out the the stuff on the Talent Show though.

Ah man, Hide and Seek has changed drastically since the 1.0 update, i preferred this version tbh. Also, i like the design on the spider.. with each of its legs looking like a human figure. I have only just noticed this. Currently binge watching these lore videos because the world building in this game is fantastic. Great series!
My personal hypothesis regarding Francisco Laguna is that they were a war hero and popular figure. And at some point they, or the Laguna Estate, auctioned off various military paraphernalia. This would explain why you'd find his nameplate and military certificate in the possession of two very different people. They were simply well-to-do military aficionados who wanted a piece of the Laguna legacy.

I am genuinely not a psychiatrist, but it seems like all of the drawings are manifestations of fears, hence why they're shared between people experiencing withdrawals / overdoses. Hey Shayne, I have watched every video of RON Lore right now and there is one thing I have to tell you to improve the quality of the videos. Do not read the whole notebook to us. Because it is just dull. Just tell us what it says and skip it. I don't need to read every word in the notes, just like in the 8:21 message. Just don't do it man don't read the whole page. Otherwise, it is quite well and fun to watch.
