The twins are probably related to the cult(past screenshots showed them use a probable s-craft with the cult's markings) and now they are working for Ellroy since the cult doesn't exist anymore.

I did see that theory. Interesting to see who he really is. I have not yet. I did hear about it though. Plan on checking it out soon.
