@Oliver Ol Yep! The judge is the highest level of power in the underground and they have a string of others that were in the royal guard and have a lot of power. They take the jobs of normal citizens as to not be discovered.

Also, the more your attacks are difficult the more energy you use. (exponantially)
Let's say you have like 2 fireballs, there's like 4m to pass so it's really easy and doesn't require a lot of energy, if you have 3 there's only 2m to pass and you're gonna use about 4x more energy to do that attacks. The next meter is going to be hundreds of times more demanding etc etc, and an attack that can't be evaded will demand an infinite amount of energy.
