It serves as a reminder to small children that they are not there for plays. Some times it is being used. To sum it up. I memorized the holy Quran from such schools 31 years ago at the age of 12, Alhamd lillah. I am telling you this not for pride but to give a practical example. As far as I can remember the whip which is real in my class encouraged me not to attend late nor to be absent. I always thanks my teachers for their work. The same school I came out of is still functioning and in the same process helped more than one thousands huffaz with Allah's help some of whom are teaching the holy Quran currently. So it is an african culture I think which makes the whip appears I don't know how the method was invented. I said so because I am not from Senegal but Nigeria. Although the founders of some most effective Quran studying schools are disciples of Sheikh Ibrahim Inyass of Senegal the base of the School in the video itself. One of the prominent such people in Nigeria is Late sheik Ishaq Rabi'u a Hafiz and a business Mogul based in Kano who founded and funded Quranic studying schools from the basics up to the university. Had his own hifz in a harsher school but he was one of the best in Tilawa. Don't let the whip distract you from the good work it has no negative effect on us. Jazakallah Khairan.

The verses here is talking about the missdoers when they see there book of record and got sad and embarrassed about this book and how it didnt leave any details unrecorded. And they found what they dod in this life presnt at the day of judgment. Then it talked about Eisa PBUH (Jesus) when he talked as a child saying that i am the servent of Allah who made him a prophet. Then he listed what Allah told him to do and hpw he didnt make a missdoer. Peace be upon him the day he was born, the day he die, and the day he resurrect.

(QS Al-Kahfi:49) وَوُضِعَ الْكِتٰبُ فَتَرَى الْمُجْرِمِيْنَ مُشْفِقِيْنَ مِمَّا فِيْهِ وَ يَقُوْلُوْنَ يٰوَيْلَـتَـنَا مَا لِ هٰذَا الْـكِتٰبِ لَا يُغَا دِرُ صَغِيْرَةً وَّلَا كَبِيْرَةً اِلَّاۤ اَحْصٰٮهَا ۚ وَوَجَدُوْا مَا عَمِلُوْا حَا ضِرًا ۗ وَ لَا يَظْلِمُ رَبُّكَ اَحَدًا Dan diletakkanlah Kitab (catatan amal), lalu engkau akan melihat orang yang berdosa merasa ketakutan terhadap apa yang (tertulis) di dalamnya, dan mereka berkata, "Betapa celaka kami, Kitab apakah ini, tidak ada yang tertinggal, yang kecil dan yang besar melainkan tercatat semuanya," dan mereka dapati (semua) apa yang telah mereka kerjakan (tertulis). Dan Tuhanmu tidak menzalimi seorang jua pun. dan Dia menjadikan aku seorang yang diberkahi di mana saja aku berada, dan Dia memerintahkan kepadaku (melaksanakan) sholat dan (menunaikan) zakat selama aku hidup;
وَّبَرًّاۢبِوَا لِدَتِيْ وَلَمْ يَجْعَلْنِيْ جَبَّا رًا شَقِيًّا
dan berbakti kepada ibuku, dan Dia tidak menjadikan aku seorang yang sombong lagi celaka.
وَا لسَّلٰمُ عَلَيَّ يَوْمَ وُلِدْتُّ وَيَوْمَ اَمُوْتُ وَيَوْمَ اُبْعَثُ حَيًّا
Dan kesejahteraan semoga dilimpahkan kepadaku, pada hari kelahiranku, pada hari wafatku, dan pada hari aku dibangkitkan hidup kembali.
ذٰلِكَ عِيْسَى ابْنُ مَرْيَمَ ۚ قَوْلَ الْحَـقِّ الَّذِيْ فِيْهِ يَمْتَرُوْنَ
Itulah 'Isa putra Maryam, (yang mengatakan) perkataan yang benar, yang mereka ragukan kebenarannya.
مَا كَا نَ لِلّٰهِ اَنْ يَّتَّخِذَ مِنْ وَّلَدٍ ۙ سُبْحٰنَهٗ ۗ اِذَا قَضٰۤى اَمْرًا فَاِ نَّمَا يَقُوْلُ لَهٗ كُنْ فَيَكُوْنُ
Tidak patut bagi Allah mempunyai anak, Maha Suci Dia. Apabila Dia hendak menetapkan sesuatu, maka Dia hanya berkata kepadanya, "Jadilah!" Maka jadilah sesuatu itu.

تلاوة عذبة بالفعل، ولأن هذا كلام الله عزوجل، فقط من باب الصحة و الدقة، فإن الآيات المقروءة ليست متجاورة و ليست من نفس السورة

The first ayat is from surah Al kahf
18:49
And the Book (of Deeds) will be placed (before you); and thou wilt see the sinful in great terror because of what is (recorded) therein; they will say, "Ah! woe to us! what a Book is this! It leaves out nothing small or great, but takes account thereof!" They will find all that they did, placed before them: And not one will thy Lord treat with injustice.
Then it is from surah Maryam
19:30-35
He said: "I am indeed a servant of Allah: He hath given me revelation and made me a prophet;
"And He hath made me blessed wheresoever I be, and hath enjoined on me Prayer and Charity as long as I live;
"(He) hath made me kind to my mother, and not overbearing or miserable;
"So peace is on me the day I was born, the day that I die, and the day that I shall be raised up to life (again)"!
Such (was) Jesus the son of Mary: (it is) a statement of truth, about which they (vainly) dispute.
It is not befitting to (the majesty of) Allah that He should beget a son. Glory be to Him! when He determines a matter, He only says to it, "Be", and it is.
Verily Allah is my Lord and your Lord: Him therefore serve ye: this is a Way that is straight.
Then last I don’t know but it’s not ayat 37.

Wa wudi'al kitaabu fataral mujrimeena mushfiqeena mimmaa feehi wa yaqooloona yaa wailatanaa maa lihaazal kitaabi laa yughaadiru saghee ratanw wa laa kabeeratan illaaa ahsaahaa; wa wajadoo maa 'amiloo haadiraa; wa laa yazlimu Rabbuka ahadaa

Wa barram biwaalidatee wa lam yaj'alnee jabbaaran shaqiyyaa
Wassalaamu 'alaiya yawma wulidtu wa yawma amootu wa yawma ub'asu haiyaa
Zaalika 'Eesab-nu Maryama; qawlal haqqil lazee feehi yamtaroon
