No. Trump sanctioned Iran, which limited the money they could spend fomenting terrorism. Biden quietly stopped enforcing sanctions, so they had a lot of money to spend on weapons for Hamas, Hezbollah, Houthis, etc. Also, Trump had the strength to take out a top IRGC general. Trump may have been erratic, but at least his state and defense departments weren't staffed by Iranian agents, as Biden's are.
