Yes of course issei has some good battle IQ, no one is saying he doesn’t. He just isn’t Vali in my opinion. Vali has been training with Azazel, one of the smartest characters in DxD, for his whole life. He learned a lot from Azazel and was able to unlock his balance breaker at a young age. Vali is what you would call a genius, he was easily one of the best sacred gear users out there. He is incredibly skilled in everything. Issei does show some impressive BIQ (battle IQ) against Vali, he came up with the idea to transfer his power to him and break his balance breaker. What the anime doesn’t show you is that doing that was a bad idea. It was a bad idea because it completely drained issei, and Vali just put his Balance breaker back on. It was a good idea, but it wasn’t an amazing idea and it ended up doing more harm than good. Yes, the video does say anime only, but since the battle I’m talking about is before volume 11 I would say it still counts. Issei was able to take Vali’s power and use divine dividing on Vali. Vali then adapted to that and made it to where issei couldn’t use it on him. Issei had no counter to this, showing that Vali had outsmarted him. Lets not forget Vali was holding back a lot in that fight. If he really wanted to be could have shown his true BIQ, but he wanted to see how strong issei was instead. Vali is easily able to learn the attack patterns of anyone he faces and can adapt to them. A lot of Issei battle strategies are came up with in desperate attempts. Him taking Vali’s power was his last attempt to beat Vali. in the light novel, He even said he was desperate when doing that. The transfer thing with riser’s pieces wasn’t issei’s idea, it was ddraig. You even see this in the anime, when issei looks at his arm and then thinks for a second. He developed his own technique, but that was out of grit and perversion, not battle IQ. It is stated multiple times that you can do anything with the sacred gear as long as you have the determination. Issei has that determination and he was able to do it. The battle with riser was kind of battle good battle IQ, more good memory and riser being arrogant. Issei put together the cross and holy water plan because he remembered what Asia said about it being fatal to devils. Now, he was able to figure out transferring the power to his sacred gear. That was a good idea. Issei shows signs of low Battle IQ in the anime too. He is easily overwhelmed by people that are stronger and smarter than him. The battle with Cao Cao is an example of this, he broke down and started crying. If it wasn’t for elsha and belzard he would’ve gave up. If it wasn’t for Wukong he would have died. Being able to keep your cool is a sign of high battle IQ, which Vali can do. Kiba is another excellent example of this. He is able to fight against issei, despite being a lot weaker. He’s able to do this by using his brain and speed. If he gets I hit once it’s over, but he’s still able to fight with him. Experience and BIQ also usually go together. Vali has been fighting since he was a little kid, he’s been training his whole life. He has increased his BIQ to an impressive level. Cao Cao is another character with an extremely high BIQ, and he did the same thing Vali did. He didn’t try hard because he didn’t need to. Issei does have a decent battle IQ, but it’s not on Vali’s level.
Vali would win easily if u are talking about anime version coz ....Vali doesn't need get stronger just because his president's boobs are gonna get divided ....but issei needs a source or someone to be injured in order to be strong and use juggernaut

He beat an uncontrolled issei and had to go juggernaut for it, but later in season 4 issei releases a controlled version of that juggernaut power against Cao Cao. Then even later on he powers up a lot more against Sairaorg. He even said “Vali and Cao Cao were powerful, but Sairaorg is on a whole different level.” Issei was able to pull off the victory. I think if we actually saw Vali in season 4 I could give it to him, but season 3 was the last time we really got to see Vali fight. I just can’t go off of the possibility of him getting stronger. When Issei powers up once he automatically unlocks that power. We see this in the fight with Cao Cao he powered up and then later used that power against Sairaorg. I do think it can go to Vali, but I’m picking issei if we are going off of juggernaut Vali and issei cardinal crimson promotion.
