Kate, you can still keep tension even after bringing a couple together. There are writers out there who excel at it. Moonlighting failed because we never saw the characters together after they got together. There's so much to explore by having J/C becoming romantically involved. An Admiral/Captain relationship already exists on Lower Decks.
Chakotay was the sack of potatoes that did nothing most of the time on Voyager. No J/C ever. J/7 would make more sense.

That's because the writers had no idea how to write Chakotay. Prodigy did a great job of it. I could never understand J/7. Mentor/Mentees relationships get icky when they become romantic IMO. But to each ship its own.
