Steam can be observed through evaporation , which can be attained below 100 degrees....But boiling water will have temp 100 degrees which can do more harm then steam.

Boiling water has more temperature and more kinetic energy so it can give us more burns. But steam ha very very low temperature as compare to boiling water so boiling water wins 🎉

Steam causes more Severe Burns because it is already in gaseous form and have some extra heat (latent heat of vapourisation)which it had consumed during converting into gaseous state but boiling water would take that heat to convert into gaseous state
