Development absolutely goes to KFP, Panda went from running from himself, to accepting who he really is, at first he became dragon warrior to hide from his pathetic life but in the end he understand that his path wasnt pathetic at all and he is truly THE DRAGON WARRIOR after all. On the other hand we have man who go against everything, against concept of dragons being enemies and treat to humanity, both paths absolutely briliant. But Hardest battle is beating yourself, you can trick your opponent but not yourself.
I agree character development wise for the main character, Po's development was absolutely better than Hiccups. However, in terms of the movies overall. The world of HTTYD developed much more, while KFP's overall world stayed about the same. Side characters got more development in HTTYD than KFP I'd say. I think another thing with development is the character design. KFP again stayed pretty consistent, but HTTYD showed the aging of the characters really well. (The series also add to this, RTTE especially)

If we are talking about overall development it has to go to httyd. He lost and gained something in every single movie. 1. He lost his leg in his fight against the queen but he gained the confidence to stand up to his father and become a better person who can live more freely with his head held up around the people he loves. 2.
