Joseph Norwin Pasamonte together with National Historical Commission of the Philippines (NHCP) Chairperson Lisa Guerrero Nakpil, Senator Juan Miguel Zubiri, Ambassador of Spain to the Philippines His Excellency Miguel Utray Delgado; Senators Sonny Angara, Win Gatchalian, Aurora Representative Rommel Rico T. Angara, Governor Reynante Tolentino; Provincial Board Members Phillip Butch Bautista, Meynard Amansec, Jake Galban, Mayors (Baler) Mayor Rhett Angara, Dingalan Mayor Shierwin Taay, Casiguran Mayor Roy Soriano, Dinalungan Mayor Manuel Torres, San Luis Mayor Ariel De Jesus, Maria Aurora Mayor Ariel Bitong ang Dipaculao Mayor Danilo Tolentino.
Baler marks July 1, 2024, two historic milestones: the 22nd Philippine-Spanish Friendship Day and the 126th anniversary of the start of the siege in Baler Church.
