It's foreshadowed in the Temple of Trials. When you're talking down that tribal guy, he says that there will come a time when you won't be able to talk an enemy down, you will have to stand and fight to the death. Which is exactly how the game ends.

Encounter with Frank Horrigan was also ingeniously foreshadowed in a tutorial. Your final challenge was to win against the tribe warrior - he said that some people couldn't be convinced and sometimes you'll have to resort to violence. You could speech your way out of that challenge but you couldn't do it with Frank.
As much as the tutorial dungeon was a disliked thing, that really is a good foreshadowing.
You can also pickpocket the key off of him

Ironically, my first run was done thanks to
Charisma:
I brought together 5 companions (Marcus, Cassidy, Vick, Sulik, Myron), 4 Enclave soldiers.
And before this I convinced the scientist to launch the self-destruction reactor.
Agility:
Blown up the president with bomb to take the key for terminal to join turrets by my side without having troubles with guards.
Strength:
Equipped power armor and gauss rifle to myself.
In the end Horrigan had to match with 10 people with a top tier equipment (yourself, 5 companions, 4 enclave soldiers) + several turrets.
All of them were convinced to be by your side both by charisma and intelligence.

A giant armored mutant with a huge gun vs an elderly sheltered man in a trench coat with a laser pistol. Considering what both of them were up against, Autumn beating feet was honestly a good decision for his breathing subscription.
That's why, despite being a super mutant, me and the other boys at the rig know that Frank's more American than any other man there. I miss the guy sometimes.

it's an interesting parallel to the temple of trials where the tribe member guarding the exit insists you fight him on the grounds that you can't talk your way out of every situation
you can convince him otherwise and skip combat but in the end: whoops, turns out he was right this whole time
i mean technically you can "talk" to win, but only to weak enclave soldiers to support you. no talking works for gigamerican
I really wish Obsidian Entertainment (same devs from Black Isle) are given another chance to make another Fallout game. New Vegas is just something else that can never be replicated.

They're not really the same people anymore, like the Ship of Theseus. Any team that doesn't have Josh Sawyer on it wouldn't be true. However, Josh was famously the victim of a one woman defamatory campaign, which he couldn't even get fully expunged. (Mostly because the judge was totally biased towards her. Amber Heard wishes this was her judge...)

Ehhhh, Fallout 2 with enough charisma yields a fully armed huge posse plus four enclave fighters (and if you're smart) turrets, too. Frank isn't just gunning down helpless vault folk or under equipped scavvers. Charisma in Fallout 2 may not directly get him to back down but Charisma made this fight easier. I think I had 8 members as regular companions my first play through. That car must have been cramped.

@hpph7133 think of it this way though if you don't put any points into charisma you will be so strong in combat that you don't need companions. That's why it's called fallout 2 cause there's two builds companions and no companions build

you don't need plot armor, just access to turrets and a few friends in actual armor with mini guns

@@Feasco He pretty much is the entire reason the fallout 2 protagonist is the choosen one is because nothing short of plot armor was going to have you leave there alive which is why the devs named the protagonist choose one
I hate the argument of plot armor. Every single protagonist has plot armor bc it's not armor it's just what fucking happens in the story. There is bad writing but it's never plot armor bc then you'd have to complain that about every single protagonist ever. Even if a character loses or something, it's still plot armor in the sense that they were written this way. So really plot armor makes no sense and is just very ignorant tbh. Just say bad writing/story telling.

The reason why people say plot armor is for when it's overly silly/bad writing. It's just overused by a lot of people on the internet, same as any other word.

What I love about Fallout 2 is in the tutorial there's a guy you suppose to fight but you can talk him out of fighting but he says some fights you can't talk your way out of......Frank is that fight.

I do like that lanius views you talking as ‘fighting with words’ especially if you talk to Ulysses about him, so you can convince him he’s taken the surface of the dam so easily because the NCR have the majority of there forces in the walls ready to trap and slaughter his men, using fake tactics that would ultimately be effective to make him think the two headed bear is especially vicious when it’s cornered

The speech check is to convince an elite enclave squad to defect and team up against frank which makes the fight way easier
The legate was so easy to beat man, just spammed magnum and slugs out of the riot shotgun and I put him down in a matter of seconds. Shouldn’t have made him melee only but then again I’m playing hardcore on my next playthrough so we’ll see
