You can do this in any emulator or in a real SNES using a game genie code to have the players perform special moves on mid air. If you do some special moves while being knocked down by Dhalsim's fire or by M. Bison's psycho crusher you'll turn, respectively, orange or blue. There's nothing to it.
You were probably playing Black Belt edition, which I also have. Since you can cancel your own pain frames with a special move, you do so while hit by a flame movement (Such as Yoga Flame) and you get to play with a burned sprite.
This is a super hacked version of SFII. I have the snes version and the wii arcade version and they are very different from this.
