German here: our privacy laws restrict Google Street View cars from filming private buildings unless the people living there explicitly agree to it. Google doesn't go through the hassle to ask everyone for permission in villages, BUT they do go through that in larger cities. So if it's Germany it's usually: A) a large or medium sized city B) usually corporate or public buildings because they are allowed to be filmed (like a shopping mile or something) and C) if private property is in the frame and the people living there don't agree to it Google has to blur their houses. So a blurred building is usually a dead giveaway that it's Germany
That's not entirely true. Germans take their privacy very seriously and many asked Google to blur our the houses because they were concerned about their privacy and didn't want people from the other side of the globe to be able to peek into their garden. However, so many people explicitly told Google to blur their house that Google decided it was too much of an hassle and stopped taking new pictures.
