U can create as many as u wish, but u can't run many at the same time. Maybe 5 or 6 emulators your pc can run at the same time. Try and experience.

Your public ip is always same from whatever devices you are connecting unless you are using VPN service.

What processor do you have and amount of ram? Try enabling VT (virtual technology) in bios if your processor supports it. You can also try lowering settings for performance increase in Nox settings page.
