The thing is in fallout 1 established caps are water backed so they controlled the water and the value of the bottlecaps. So more water used the less valuable the caps would be.

Currency only needs to be backed by things like gold or water if it's a form of currency that the government can technically print an infinite amount of and thus have no scarcity on their own.
Another nice detail is that in the original 1.0 version of Fallout, after you got the water chip back to your vault and are told to defeat the master, there was a time limit until your vault got raided, and if you used the water merchants, that time limit would be decreased.
In the original concept it was even more developed idea, in the end they removed the rest of it by patch that changed time limit to much higher. Now only leftover is the fact that after more that ten in-game years you will trigger invasion, so now this is more like Easter egg for people with external tools, than mechanics. Actually when I think about it... 500 days was too much... maybe if in fact cities would get invaded before, but in the 1.0 version it was just "if you start wandering on the wasteland with no reason, for way too much time, then you will lose".

One -> Obvious the one that counts the days of the remaining Watersupply but two -> the invisible ''Invasion'' Timer that runs in the Background The Watermerchants were something bad to choose in the unpatched version of the Game because back then there were only 260 Days until the Mutant Army finds Vault 13 and they would have triggered the BAD ending, the Interaction with the Watermerchants lowers the Invasion Timer for 100 Days (thats why the warning was told by the Chief there) Nowadays, the Timer was set to 500 Days and would be reduced by 100 also but it wouldn't so significant with that added length, the ''Invasion'' Timer affects not only the Vault 13 but also the other Settlements (after a set amount of days for each Settlement) which would be overrun by the Mutant Army if you take too much time, back then it was pure Stress, nowadays its more relaxed

Those were actually destined to be sent to Vault 13 but there was a mixup. The Vault who would become Vault City got the water chips and Vault 13 ended up with an extra G.E.C.K.
The problem with that is that the mutants find the vault a lot earlier than it was suppose to happen. There is actually a way to get the chip without the vault getting discovered.
Fun Fact: The water chip broke because of the meddling of the Fallout 1 MC's grandchild who is the MC of Fallout 2 and went back in time via a Fallout 2 Special Encounter called Guardian of Forever.

There was a shipping error and they got an extra G.E.C.K. instead of a replacement chip. Forgot which vault it was that ended up with the replacement chip that 13 was supposed to get but they ended up with no G.E.C.K.
Honestly to really enjoy fallout 1 beeline to the water Chip and trust me even for a blind playthrough the game gives you plenty of hints and directions to find the chip after that you can explore the settlements at your leisure.
Fun fact: In the second game it's revealed that Vault Tech intended to send 100 extra water chips to Vault 13, but messed up the shipping location, sending them to Vault 8 instead (which never needed to replace their water chip at all, even 3 generations after the events of Fallout 1).
There's a mod/slash patch that edits the file for you to extend your time. You can also do it yourself. You change the number of days in the file from 150 to 300.
It's funny to me how apocalyptic this game makes the water crisis out to be, people get water elsewhere in the wasteland all the time, as shown by the Water merchants interaction. finding a chip is important but the guys at vault 13 should just make preparations to join the wasteland community like Vault City did. Arm the guards, fortify the entrance and set up trade networks, isolation brings damnation.
If you do this the amount of time that it takes for the master and his army to find your vault is shortend (but i think this is only in the original patch)

The game was hilariously broken in many many ways on release, even after the official patching was done it was still buggy as all hell, same with fo2. Doesn't take away from the fact that they're great games though. In many cases bethesda's carrying the torch for releasing broken games.

If you need more money for this you can have at least 6 luck and just gamble hold the 1 and I believe 5 keys for hours. Use something to hold the keys down if you are actually going to do this.
It is said many times in the comments, but I believe the vault is assaulted and destroyed after a time limit. In the original, it starts as 500 days and in most recent patch it's 12 years. Water caravan will reduce it to 250 days og or 500 updated.

And in Fallout 2, you have up to 13 years in game to finish the game.

What happens if the location gets exposed?
The Master sends his mutant army to attack the Vault, pretty much everyone is killed and the Vault Dweller becomes a mutant.
