I see it as the fault of the parent for not seeing that their kid needs more help than the rest of his classmates because he's not as smart as the rest of them. It falls on the parents' responsibility to get their kid the extra help they need cuz they're to slow to learn at the same pace as everyone else. It's okay not everyone is smart or ment for school
