Let's be honest: as much as we all love FF7, a lot of the NPCs who aren't the playable party members (Sephiroth included) or Cid and Vincent aren't likable; Scarlet and Hojo especially. (Yes, others like Don Corneo and Mai are annoyingly bad, but I wouldn't call them as sadistic as Scarlett or Hojo in comparison)
