No they don't have that effect, it's not an effect. They filmed it with cameras that produce that image naturally, at least that's what I heard.
***** You can get stock footage of TV static and Luma key it into your footage to get a pretty close effect to what is in this video, but they are using a VHS camera in this, so its natural.
