I don't think that any extra glue is used; horn contains the glue known as "hide glue", which is made soft and adjustable with heat and moisture. By moistening and heating the horn, the craftsman is able to get the natural glue inside the horn to come out and hold the pieces together. When the horn cools and dries, the glue is set.
