Answer to the first question. All sentai and Power Ranger seasons have a touch of underestimation from the antagonists. They think this plan will work and that plan will work until eventually push comes to shove and they make an all out assault. All in all if they did do that at the beginning we'd have no entertaining show but funny question nonetheless.
