This is just a guess, but I'm pretty sure Kars is still the strongest character in JoJo. If he's able to manipulate his body on a cellular level to mimic any animal, than it wouldn't suprise me if he could do the same with a stand. (fortunately, he was defeated before stands became a thing.)
