Apple added an addition code so we can't reroute or fix it this way anymore. Getting a to download and restore macOS, your computer's eligibility will be verified with Apple. So they are forcing you to call them to charge you to fix the problem. Of course making a usb start up drive may work or not.
If you're in range of my shop and can bring it in, I do SSD upgrades for £50 + parts cost, which includes data transfer from the old drive and a service.

Thanks for this tip! I actually used this tip in a different way, my date was set to jan 1 2016 when I was trying to install a nvme ssd in a 2014 macbook pro that did not have a drive in it prior. I ended up just connecting to wifi and the catalina installed progressed and let me start the install.

I have differents cloned OS on external HDs or USB sticks so you just have to clone back the OS on the new drive, test the OS booting via the USB port of the machine and install the drive if everything is OK.

The objective here is to set the computer's clock in the past. A security certificate on the macOS installer was set to expire at the end of 2019, so we set the clock to mid-2019 so it believes that the certificate is still valid. Once you've installed macOS, you set the clock back to Current Time.

Thanks for this. I came across this problem with my USB stick Mac OS installer recently and had to do Internet recovery. Now I know the workaround.

Note this only works on bootable installers if your on recovery your screwed because you need internet

what about mac mini wont boot on mac os utility after internet recovery and i tried also usb boot installet still not working
Mac Mini uses a 2.5" laptop HDD, very vulnerable to failure. If you're having issues recovering it, I'd bet the HDD has died.
