I have one doubt in first question.
I configured sudoers file as you said.
But I logged in to server from client ssh and telnet by the third and second user. But configured ssh only to second and telnet only to third user.
Then how logged in both the user with both services.
Please reply.

Did you restrict telnet service to not to login? If not then from both you can login.

What is the difference between capital L and small l in lvextend

Using L you can provide the size in MB|GB|TB using l you can provide the size in extent numbers
