What are extending are the training edge flaps which are used to increase lift when landing and taking off. the Speed brakes are the rectangles on top of the wing which are actually flight spoilers which help the aircraft roll into turns, they serve additional purpose as speed brakes in flight and as ground spoilers when the aircraft touches down, had the video progressed further you would have seen them pop up as the wheels touched down and the aircraft settled on the ground.

they are known as air brakes or speedbrakes and are used to increase drag when approaching for landing :)
