- On a busy road in an industrial area of Cologne, Germany a bizarre form of prostitution takes place.
Here, prostitutes are working out of brightly lit caravans that line a stretch of highway.
Customers park their vehicles between the caravans before knocking on the door to negotiate. The going rate for sex is between 30 and 50 euro.
It may seem sleazy, even dangerous but it’s perfectly legal.
Germany is known as the 'bordello of Europe'. It is fast becoming the most popular red-light area in Europe.
But the party could soon be over - as new German chancellor Olaf Scholz considers making sex work illegal, having declared it “morally wrong”.
He told the German Parliament that it is “unacceptable for men to purchase women.”
It’s estimated that more than 1.2million people buy sex in the country every single day.
Sex work was officially legalised in Germany in 2002 and given legal protection by then-chancellor Gerhard Schröder.
The industry boomed under Schloz’s predecessor Angela Merkel, who in 2016 brought in the Prostitution Protection Act making sex workers register their work and undergo regular health checks.
Under the act, sex workers are given a “passport” certifying their legality, which lists where they can work in Germany.
The state also collects income tax from prostitutes and the industry is believed to be worth around €14.5 billion in annual revenues, according to German insurance company Ver.
Just 33,000 sex workers are registered, but in reality it is thought that more than 400,000 prostitutes trade in Germany, which has at least 3,000 brothels.
Anti-prostitution activists want Germany to adopt the Nordic Model, where men who pay for sex are prosecuted, and sex workers are offered help.
In this film The Sun speaks to the people who work in the sex trade to find out how prostitution became such big business in Germany and whether the country's liberal laws around sex are working in 2023.

When I was a soldier in Germany, some woman near the red light area made an offer and I asked her how much. The price she said came to about 30 dollars. I reached for my wallet, gave her the 30 dollars and walked away. She however thanked me profusely and I couldn't understand why. I felt badly when I thought this, but more than likely I was one of the few people she knew of, that did something for her without wanting anything in return for it. She's been kicked around her whole life starting from day one and inwardly she was not a bad person, but a victim of circumstances.

Making something illegal does not mean it goes away. Even in countries that have banned prostitution it continues to be a wide spread and lucrative practice. I don't know what the answer is. I don't know if prostitution is a good or bad practice. All i can say is that banning things does not mean much if there isn't an effective means of enforcing the ban. This is why whenever someone tells me we should ban something i insist that they tell me how we can effectively enforce the ban. If they cannot do so i will not listen to anything else they have to say.

purpose of making something illegal is not to magically make it disappear, although that's the hoped outcome. purpose of making something illegal is to send a clear signal as to what the society's moral and ethical stance on a particular issue is. this is why murdering is illegal. of course making it illegal didn't make it go way 100% but legalizing it is not considered a solution (at least I haven't heard anyone calling for it yet).
issues can be made to 'go away' for the most part if you actually want it to go away. to do that, you have to look at an issue on the broader scale, taking the multi faceted aspects into consideration. if the target is superficial political theatre and you actually want it to keep existing in the shadows and may even make money from it, then it definitely won't go away. also, when saying 'going away', it doesn't have to mean an exact 100.00% reduction. any reduction is better than none.

It may have a small park like area with a few tables and a restroom for people making trips. Possibly it could have some other facilities, but normally a lay by is just a small area.
Truckers use them extensively, to stay road legal with their rest periods, required by law. Truckers are notorious for paying for cheap sexual favours while on the road.
I've only once seen prostitutes at a lay by, in Hungary a good distance outside of Budapest. They took an interest in the small bus we were travelling with, and wanted to sell us their torn bodies. The answer was no.

There is no structure in place, unless you are referring to the criminal underground that traffics poor girls and women from Eastern Europe into Germany to be forced into prostitution.
