Yes it can else a 9 volt motor can also cut.
Maneesh Manoj please know that normal grass cutters have motors that are 10x as large as the one in the video, and some run on 240v rather than just 12v. This motor will not do enough damage to grass, it may have enough rpm, but it doesn’t have the torque to spin the blade with sufficient energy. I’ve taken a motor out of a grass cutter, and it weighed about 4kg.

I found out the reason. i didnt have a power supply that outputed enough amps along with the volt. I had a 12v power supply, but it was only outputing like 2ish amps. This motor runs off of 12v and around 3-4ish amps. That was the reason why it was pulsing. Thank you for your answer though.
