Corruption is one thing if they stick to stealing funds.
The chinese military forces are rotted all the way through, a monstrosity where political acumen means far more than ability. Much like Russia, but worse.
Corruption is how this country is held together. It's how they get in power, keep being in power and how they get rich. It's also a reason for people to vanish if they are a threat to anyone more powerful. This is why most of the generals are removed on corruption charges. It's because everyone knows it's the truth and how the country operates.

This kind of jibes with what comes to my mind when thinking about what will happen when the CCP actually collapses. Ideally, it would be nice if a second Sun Yat-Sen emerged from somewhere and somehow organized a Western-style democracy that would let Tibet and Xinjiang go. Realistically, I think we will see something much more turbulent, in which most everyone stops listening to the central government, the CCP collapses in all but name and regional PLA commanders assert themselves as the only parties capable of exerting power. We will, essentially, see a second Warlord Era. The CCP will be gone, but the process of sorting out what comes next will be ugly.
