She is yellow. The orange is a secondary color, like how Freddy has black and blue and Bonnie has purple and red. It's meant to make the design visually appealing, because pure yellow doesn't really look good on its own (in my opinion) with Chica's design.

The pale color is also one of those colors meant to compliment the yellow and orange.
