@@Keep701 I think he looking for the right person to be the Pirate King and knows there will be reprocussions that will reshape the world when the next Pirate King is crowned, the fall out from Roger becoming Pirate king, when he decide that it was time for his life to end in a flashy manner and then one idiot in the crowd of spectators asked about his tressure and where it is, Roger set off a chain of events that rippled across the world and the World Groverment couldn't of predicted it, where pirates would appear in masses and terrorise the seas, while seraching for Roger's tressure. Thou on second thoughts, has anyone even stopped to consider that the One piece, might not actually be Roger's personal tressure and is likely the thing that the World Groverment fears the most and yet cannot get a hold of it?

Oden's death was unknown to the world, possibly to Whitebeard and Shanks. But if they do know, they can't confirm if Oden's family are dead or not. To which lessen their reason to go to Wano.
Going to Wano to fight against Kaido would be an impeccable risk,all just because they want to save Wano.
Kaido has won, he has completely conquer Wano, and that victory is mutually excluded with Shanks and Whitebeard's goal. If they do decide to go and save Wano, who are Emperors, it would cause a major conflict to the world because of what they represent.
