Creation: Step Based Effects

A bit late on it, but when he do the insertion of the steps isn't Offset the faster way to go? Step 1 thru 18 offset even/ odd?

Doesn't seem to work. I tried "Effect 15 Step 1 Thru 21 Offset 2" and it selects all of the steps. Seems it ignores the Offset entirely.
