Everyone in the water here is really chill for the most part, as long as you're respectful you won't have any problems. Swells are typically as big as they get in July, but the water can be a bit of a mess as it's rainy season there. At the time of writing this (mid July) the waves are fairly clean and good size, great for intermediate to advanced surfers. Enjoy your trip if you make it down!
