White glue mixed with food coloring (or pigment or glitter), smeared on any surface will peel like that when it dries (if you have enough layers)...you can find videos of people making it...

Wish we could get more of the peel with the gel like coating and less of the glitter glue ones. They have this irritating high pitched sound associated and it's bad.
