I've been saying that forever! People discredit it because it wasn't originally going to be a Silent Hill game but it tied everything together insofar as storylines. It pretty much took Silent Hill from "Random assortment of stories that, maybe, happen in the same universe." to "They all do and here's why." and it is the best one by far.
You get so stressed out, expecting to get jump-scared. Proceed to get scared and then laugh your ass off. Every time, I just lose it. Fucking brilliant. x'D

Every time I see a door locked up with chains like that I instantly think of Silent Hill 4. It's such an iconic image.

The Achievement you get for finding this is called Dance Dance. It's a DDR reference aswell.
