Yes Manchester City did win the lottery with their owners but at the same time they've invested / maintained & have grown in revenue / relavence & standards overall since 2008. Also people seem to either ignore or forget that Manchester City's owner just before their current owner was a Thai Billionaire (their are multiple teams in the prem now who also have billionaire owners).
If we truly want a fair playing ground for all the teams then we would have salary & transfer caps for all teams no matter your revenue so player play solely for the project as even your United's & Liverpool's spend & offer transfers & salaries outbound of majority of teams across Europe's top divisions.

Arsenal are probably the biggest and most important club in the country and always have been. Everybody always wants to talk about them and all the other fanbases are jealous of them. 90% of players will always pick Arsenal above any of the tin pot northern outfits with their corny old fanbases playing dinosaur 60's tunes when their teams run out. Arsenal can decide to overpay and give a long-term contract that would entice Gundogan. Plus I assume Gundogan has a good relationship with Arteta, Jesus & Zinny.
It is on City as well at this moment. If I were City, I wouldn't offer Gundogan that long-term contract, but rather spend on more young talent to rejuvenate the squad.
Gundogan has much more value to Arsenal than to City. He would bring a certain winners mentality, know-how and leadership to Arsenal. Meanwhile City doesn't need this, their whole squad already has it.

I'm a fan of neither club but I remember that when cities oil money came along and stopped their perpetual cycle of winning nothing interspersed with the occasional relegation thrown in, the first thing they did was raid Arsenal. No one outside of city fans will ever see them as a ' big club' much in the same way as chelsea,they both will always be viewed right or wrong, as clubs that has only achieved their sustained successes on the back of massive financial input. Financial input which is now under scrutiny at city and only a fool would argue that the wealth Roman had amassed was all above board.
