I have had lots of trouble, and spent hours trying to dial the rear wheel of my scooter. I've tried replacing bearings to ensure tight fit, new spacers, different axle. Nothing is working, Any tips?

Whenever I put on my hic kit and tighten it, the scooter is dialed before the bars and clamp go on, but once the bars go on and I tighten them the scooter sounds like it’s loose, there’s no handlebar pull so the compression is tight but you can make the headset lose by holding the cap of it and spinning bars. It’s like the compression won’t hold... HELP
